Storyline: He claims to be from Apex Bank or Central Bank of UK, saying that you have a controversial inheritance payment of $5.5 million. The “good news” is that the funds are now invested in the Defunct Northern Rock Bank…

I think what he is trying to do is to assume that you have been ripped off in another similar 419 scams from the above “banks”, and that the “top officials” dealing in your case were sacked. Now that this “new guy” is in control, he is trying to re-issue the money to you… or trying to rip you off again.
