This one sounds like one of those magazine model scam, where a photography agency will take your pictures for a fee (not 'free') so that they can submit your profile and pictures for selection.

We are not about to agree or disagree with any of these 'scamming' agency, but what we feel is necessary for the agency to show proof of submission and release of official results. Otherwise, simply taking pictures, collecting fees and dumping the pictures later is truly, a scam. The responsibility lies with the agency to prove that they are right, and not the other way round to assume that they are 'real' if there is no proof
of the allegations.

There are various types of similar agency services for models to submit their profile either for movies, videos, modelling and magazines - be it actor, actress, fashion models, and including child modelling such as those for children or parent's magazine.
